China barricaded the border without the knowledge of the Nepalese government

The Chinese government has laid wires at Ruila Naka of Chumanubri Gaunpalika-1 of Gorkha without coordination between the two countries. The fence has been laid without following any of the criteria to be followed while constructing the structure at the border. Neither the Ministry of Foreign Affairs nor the District Administration Office is aware of this.

Chief District Officer of Gorkha, Shankar Hari Acharya, said that the administration has no information on the matter. Even the Ministry of Foreign Affairs seems to be only partially aware of this issue. Rita Dhital, co-spokesperson of the Ministry of Foreign Affairs, said that China should have done the same as there is an arrangement to leave the Dasgaja area and build wires or other structures.

"As far as we know, Rui Naka has been cordoned off for more than a decade," she said. Bilateral agreement is required when constructing a wire or any structure within a ten-yard area beyond the boundary pillar. If it is beyond ten, there is no need to discuss. However, the locals claim that the place has been cordoned off within the Dashgaja area. Local Chiring Lama says, ‘There is a wire fence at Ruila Naka. That too within ten days. The wire is made of iron from the Chinese side. '

 

Nepal-China communication has been stopped for three years

According to the local Chhiring Lama, Nepal-China communication was also closed after China laid a wire in the Dashgaja area. He says it has been three years since the wire was laid. "It simply came to our notice then. Circulation is closed. You can't even go to visit relatives, 'he said. He adds, "Samdo and Rui are the villages within a border ." here's relatives are also there. their best friend is also here. After the border is closed, the elderly are worried about not being able to visit their relatives.

Locals have complained that there is a problem in bringing essential daily necessities after the border was closed. According to the locals, the gate has been locked by China. The gate is locked. There are rumors of CCTV surveillance, but we haven't seen it, "said another local, Dhawa Lama.

A government official who recently returned from a personal visit to Rui Bhanjyang said that the fence was crossed. "The fence is covered with cotton wool," he said, urging anonymity. There was also a fence at Nguila Naka

Wires were also laid at Nguila Naka in Chhekampar of Chumanubri Gaunpalika-7. However, it has been removed after the social leaders of Chhekampar repeatedly protested that the wire was installed without any bilateral discussion.

Ramesh Dhungel, a member of the Boundary Commission, argues that in places where there is no clear demarcation, it is not possible to wire without bilateral discussions. "Where there is a clear demarcation, there is no need to ask for a demarcation, but where there is no demarcation, there is no demarcation unless there is a bilateral discussion and agreement," he said. No Bilateral consensus is needed to build any structure in such a sensitive area. '

His analysis is that the government of Nepal has not been able to put its argument and position firmly on any border. "It is not a superficial thing for ministers to respond verbally to such a sensitive issue," he said.  He argued that it was the attitude of the slaves not to talk about the border.

Home Ministry spokesperson Phanindra Mani Pokhrel, on the other hand, argues that a two-state agreement should be reached while constructing structures including fences in the two border areas. Border expert Budhinarayan Shrestha also said that there should be consensus between the two countries while constructing structures within the Dashgaja area.

The Chinese government has cordoned off the border area since the beginning of the Covid pandemic. Due to the blockade, the life of the Nepali villagers in the border area has been affected. Locals and people's representatives have been repeatedly handing over letters of attention to the Chief District Officer, Home Minister and Foreign Minister demanding opening of the border.
