Smugglers are quietly extracting kinetic gems from Karnali

A kinetic gemstone was recovered from Chhedachaur Chowk Post at Shivalaya Gaonpalika-1 of Jajarkot on December 20. Police team had recovered the stone while inspecting vehicles heading to Surkhet from Jajarkot.

A mini-truck driven by 27-year-old Vinot Tamata of Jajarkot Junichande-11 found 13 quintals and 20 kg kinetic in 24 bags. The recovered materials and necessary action have been handed over to the Department of Mines and Geology, Surkhet.

Earlier, two persons including Kinetic were arrested from Surkhet on September 8. Jayadhani Basnet of Junichande Gaonpalika-12 and Ram Krishna Gharti of Junichande Ward No. 7 of Jajarkot were arrested.

On the basis of special information, the police team deployed from the District Police Office had arrested them along with 19 kg and 40 g of kinetic. Police said that the body was found hidden in a wooden drawer at a house in Birendranagar-12 of Surkhet. The estimated value of the kinetic is Rs 200,000, according to the District Police Office, Surkhet.

Kinetic gemstone is found in the mountainous region of Nepal. Although it can be excavated and extracted with permission, it is being smuggled and extracted illegally. However, the number of incidents recovered by the police is very low. Although it was excavated with permission some time ago, it has been slowed down recently. The smugglers have been paid.

Spokesperson of the Karnali State Police Office SP Madhav Prasad Shrestha said that three persons were arrested with kinetic stones last September. According to Jayaraj Ghimire, Deputy Director General and Spokesperson of the Department of Mines and Geology, there are two levels of kinetic JMC (used in jewelry) and industrial. He said that if 100 kg is extracted during excavation, it will be 10 percent or 10 kg JMC level.

 The department has also been issuing licenses for kinetic excavation and extraction. In that process, the government has been collecting a certain amount of revenue.

However, Ghimire says that its business has slowed down recently. "Earlier, it was possible to excavate and extract directly with permission," he said.

The government had brought an arrangement in August 2072 that only kinetic extraction could be done by processing one layer. However, due to lack of capacity for such processing, its excavation has come down.

 

Excavations have yielded mostly industrial-level kinetics. JMC is used for jewelry purposes in Nepal, while most of the industrial level exports.
However, the provision that it can be exported only after processing has been removed by the entrepreneurs. According to Ghimire, currently 18 companies have obtained licenses from the department for quarrying including Kinetic. However, they are not very active in excavation. "Kinetic excavation used to be done in tons, now it is around a kilo," he said.
The government had also increased the revenue five times in the new provision. The JMC has to pay Rs 3,000 per kg but now it has been increased to Rs 15,000. Similarly, the industrial level has been increased from Rs 300 per tonne to Rs 1,500 per tonne. According to the statistics of the department, the revenue has been rising up to Rs.

Kinetic is exported from Nepal, especially to India. A small amount is exported from China to other countries. It is used on the JMC side in jewelry and on the industrial level in soaps, stitches, insulation, spark etc.

Ghimire says that more revenue can be collected than before if it is exported with attention to processing. The department had also submitted a proposal to the Ministry of Industry for this. Ghimire said that a proposal has been sent to the Ministry of Industry to export from the quota system. "But we are still discussing the issue, no decision has been made," he said.

Although the legal excavation and export of Kinetic has slowed down, the illegal export is still going on, due to which the revenue of the country is also being lost. Police is coordinating with the District Coordination Committee, Mines and Geology Department and other agencies for the prevention, said Karnali State Police Chief DIG Ganesh Bahadur Air. "We have been conducting patrols and coordination with the concerned agencies to stop illegal excavations and evictions. We are conducting a separate campaign for this," he said.
