US to increase support to Nepali Army if Nepal agrees to support investigation on war crimes

United States of America’s House of Representatives has published new Consolidated Appropriations Act  where it has mentioned about its support for Nepal and Nepali Army.
 

As per the new rule, the US would provide military assistance to the Nepali Army on condition of latter’s role into the investigation of grave human rights violation during the 10 years long armed-conflict in the country, as reported by BBC Nepali service.

 

Document states that the assistance provided to the Nepal Army under the Foreign Military Financing Program will only cover humanitarian and disaster response and reconstruction activities. It will also facilitate international peace operations, military commercialization, training, and border security activities.

 

For further support from the US, the Secretary of State should inform the Appropriations Committee of the US House of Representatives that the Government of Nepal is investigating and taking action on violations of human rights and war laws by the military.

 

It is said that the Nepal Army is required to cooperate and support with the non-millitary judiciaries in the cases of crimes  against humanity conducted during the period.

 

The United States, which provided $ 40 million in development assistance to Nepal in 2020, has proposed to increase it to over $80 million by 2022, according to a document signed by US Secretary of State Anthony Blinken.

 

In the document, it is proposed to increase the assistance to Nepal under a separate heading of International Military Education and Training Cooperation (IMET).

 

The regional assistance, which was about $ 900,000 in 2020, has been recommended to be increased to 1.4 million by 2022.
