Why Nepal Police is set to deploy SSP level police attaché in these six countries including China and United Nations? 

Nepal Police have proposed to deploy a high level police officer at embassies at six different countries including the Permanent Mission of Nepal to the United Nations at New York.

 

As per the purpose, a Senior Superintendent of Police (SSP) will be deployed as a Police attaché especially in the gulf countries, a desired destination of foreign employment seekers.

 

The countries -Malaysia, Qatar, UAE, Saudi Arabia, China and Bangladesh have been identified for such destinations in the preliminary phase.  Also a separate attaché will be provided at the Permanent Mission of Nepal to the United Nations at New York.


Although most of the selected countries are the desired foreign employment destination, Government of Nepal has given special priority to neighboring China. This is because cross border crime in these countries are rising lately. Also the inter country trade and diplomatic relation taking new heights in the past few years.  

 

Nepal Police making public its policy plans with the journalist shared the information today. It also said that the purpose had been time and again taken to the Ministry of Home Affairs but no decision was made to this end till. A police source said that the indifferences from the Ministry of Foreign Affairs have delayed the process which has now shown positive response about the purpose.

 

“It looks like all the authorities wanted this purpose to be materialized as soon as possible, but the implementation part seemed a little sluggish in the past. But, the progress in the purpose has started taking shape as we hope this will happen very soon,” the source said.

 

SSP Basanta Bahadur Kunwar, spokesperson of Nepal Police during the press meet also said that this purpose is most likely to be implemented in near future. The police unit will be established on the priority basis where various crimes and untoward activities happen by Nepalis living abroad. “It will also facilitate various inter-countries policing, exchanging information related to crimes and other legal issues that are not possible to deal through INTERPOL,” Kunwar said.

 

Nepal Police are expecting that sending police officers to such countries will be helpful in identifying perpetrators and convicts hiding in such countries. Also, police are expecting that the Nepalis' involvement in criminal activities will decrease with the deployment of Nepali police officers.

 

Police records show that at least 80 crime convicts are said to be hiding in various countries. Of them, red notices have been issued to 38 people through INTERPOL. But, the INTERPOL is not mandated to arrest those culprits and return as most of the time the INTERPOL only provides information of criminals to Nepal Police.  The INTERPOL has in recent years arrested and returned 15 such crime accused and convicts.

 

“If we could establish such a police attaché we will be able to largely arrest and return those criminals. Which will, in the long run, discourage the perpetrators to do crime inside the country and run away to foreign countries,” said Superintendent of Police Sabin Pradhan at the police headquarters.

 

Establishment of police attaché abroad is also looked to be affective against human trafficking, a burning issues in the country and throughout the world recently. Also, it will tackle various issues faced by Nepalis workers in foreign countries.
