The National Human Rights Commission (NHRC) has said that Inspector General of Police (IGP) Dhiraj Pratap Singh is a person under investigation for serious human rights violations. The commission also said that the government had abused state power by appointing a person under investigation for human rights violations.
Commission member Mihir Thakur on Wednesday said that the government has appointed the accused of human rights violators as Inspector General of Police.
Speaking at a press conference at the Commission's office on Wednesday, Thakur said that the newly appointed Inspector General of Police Dheeraj Pratap Singh was accused of human rights violations.
He further added that the government has misused state power by appointing human rights violators as Inspector General of Police. He also informed the journalists that the commission was investigating the case of Inspector General Singh.
"The IGP has been accused of human rights abuses," he said. At one time, Kuber Singh Rana was accused in 2065 BS. And the commission headed by the then chairman of the commission, Kedar Nath Upadhyaya, had alerted the government. Was made aware. It was also recommended. We are currently conducting research. We are looking at the files. ''
The commission is investigating the case after receiving a complaint of extrajudicial killing of two abduction accused in Bhaktapur in 2075 BS. The two accused were shot dead by the subordinate police under the direction of Singh, then chief of the metropolitan crime branch. Despite the police claiming that the incident was an encounter, the family of the deceased is demanding investigation and prosecution saying that it was an extrajudicial killing.
Similarly, in the case pending in the Supreme Court, it is mentioned that the Police Headquarters has investigated and taken action against Inspector General Singh on the charge of beating a person to death.
In the case filed by AIG Bishwaraj Pokharel against the government's decision to appoint Singh as Inspector General, it is mentioned that action was taken against him in 2056 BS.
In the writ petition, it is mentioned that the investigation and action has been taken after the death of a truck driver's assistant while he was working at the Area Police Office, Nawalpur, Nawalparasi.
